Support for a Strong U.S.-Israel Alliance

In July 2023, Moore voted for H. Con. Res. 57, which affirmed that Israel is not a racist or apartheid state, rejected antisemitism and xenophobia, and declared that the United States would remain a staunch partner and supporter of Israel. Moore said that he strongly supported Israel and described it as the United States' strongest ally in the Middle East.

In October 2023, Moore voted for H. Res. 771, which condemned the war launched by Hamas and other terrorist groups, reaffirmed Israel's right to defend itself, and stated that the United States stands with Israel. Moore said Israel had the right to protect its citizens and eliminate the terrorist threat posed by Hamas.

Preventing a Nuclear Iran

In November 2023, Moore voted for H. Res. 559, which declared that a nuclear-armed Iran is unacceptable and established preventing Iran from obtaining a nuclear weapon as U.S. policy.

In April 2024, Moore voted for H.R. 4691, the Iran Sanctions Relief Review Act. The bill would require congressional review before the executive branch could waive or terminate certain sanctions on Iran.

Condemning and Combating Terrorism

In November 2023, Moore voted for H.R. 340, the Hamas and Other Palestinian Terrorist Groups International Financing Prevention Act. The legislation sought to impose sanctions on foreign individuals, entities, and governments providing financial or material support to Hamas, Palestinian Islamic Jihad, and affiliated terrorist organizations. In February 2024, Moore voted for H.R. 7217, the Israel Security Supplemental Appropriations Act, which proposed emergency military assistance for Israel and funding for U.S. regional operations. Moore said Israel needed the resources to respond to Hamas. The bill received 250 votes in favor but failed to reach the two-thirds threshold required under the procedure used.

Response to Hamas's October 7 Attack

Following the October 7 attack, Moore said that the United States must stand with Israel as it defended itself and that Israel had the right to protect its citizens and eliminate Hamas's terrorist threat.

In a 2025 retrospective on the previous Congress, Moore wrote that he had stood firmly with Israel after October 7 and would continue advocating for Israel's right to defend its citizens and restore peace.

Fighting Antisemitism

In June 2025, Moore introduced H.R. 4087, the Define to Defeat Act of 2025. The bill would apply the International Holocaust Remembrance Alliance working definition of antisemitism when enforcing specified federal civil-rights laws.

In May 2024, Moore voted for H.R. 6090, the Antisemitism Awareness Act, which would require the Department of Education to consider the IHRA definition when investigating alleged antisemitic discrimination under Title VI.

In October 2023, Moore condemned statements by Representative Rashida Tlaib as antisemitic and said that rhetoric glorifying the murder of Jews had no place in Congress.

Protecting Jewish Students on Campus

In November 2023, Moore participated in a House Judiciary Committee hearing on free speech and antisemitism on college campuses. Addressing Jewish students who felt threatened after October 7, he said, 'we stand with you,' and argued that colleges had a responsibility to protect Jewish students from intimidation and antisemitic hostility.

In a May 2024 column, Moore criticized universities' handling of anti-Israel campus protests. He argued that schools should condemn antisemitism and restore order rather than allow conduct that endangers Jewish students and law-enforcement officers.

Defending Israel in International Organizations

In June 2024, Moore voted for H.R. 8282, the Illegitimate Court Counteraction Act. The bill would impose sanctions on International Criminal Court officials and other foreign persons involved in efforts to investigate, arrest, detain, or prosecute protected persons from the United States or allied countries, including Israel. Moore said the measure responded to the ICC prosecutor's effort to seek arrest warrants for Israeli leaders.
