Human Shields:
There is Blood on the Terrorists' Hands

Just before Congress recessed for the November elections, Congresswoman Ileana Ros-Lehtinen, Chair of the Middle East Subcommittee of the House International Relations Committee, introduced a Congressional Resolution  (H. Res. 1077) denouncing the use of human shields and putting the blame where it belongs.  The statement puts the United States Congress squarely on record that when terrorists use human shields and civilians end up injured or killed, the blood is on the terrorists’ hands. The Geneva Conventions and Additional Protocols make it a war crime for fighters to hide among civilians, endangering those civilians, or using them as shields against retaliation.

In addition to placing blame, H. Res. 1077 also calls for the establishment of a commission of legal and military scholars to draw public attention to the real culprits and to make recommendations about steps that can be taken, including the strengthening of sanctions against the use of human shields.
